Yahweh continues to remind the people of Judah of the way that the people of Israel rebelled.
by their own stubborn plans of their wicked hearts
"according to their own plans because they were wicked and stubborn"
so they went backwards, not forward

my prophets, to you
The word "you" refers to the people of Judah and all of their ancestors.
they did not listen
The word "they" refers to all of the people of Israel had lived since their ancestors came out of Egypt.
hardened their necks
