This is a reference to the 12 loaves of bread that were placed in front of the altar. See how you translated this in 2 Chronicles 2:4.
that were designed to burn before the inner room

the inner room
This is another name for "the holy of holies" or "the very holy place."
the flowers, the lamps
The "flowers" and "lamps" were part of the lampstands.
