Possible meanings are 1) "think carefully about" or 2) "listen to his advisors"

And if not

"and if he realizes that he will not be able to to defeat the other king" or "If he decided his army could not defeat the other army" (ULB)

anyone of you who does not give up all that he has cannot be my disciple

This can be expressed positively: "Only those of you who give up all that you have can be my disciples."
