I have returned to Jerusalem with mercies

My house will be built within her
AT: "My temple will be built in Jerusalem"
this is Yahweh of hosts' declaration
This phrase is often translated as "Yahweh says" in the UDB. You can translate this concept whichever way is best in your language. This phrase is used many times in Zechariah.
"and the measuring line will be stretched forth over Jerusalem!"

My cities will once again overflow with goodness
Yahweh refers to the good things he will do for the people of Israel like a liquid that could fill the cities and flow over the walls. AT: "The cities of Israel will once again be prosperous" (See: rc://en/ta/man/translate/figs-metaphor)
Yahweh will again comfort Zion
AT: "Yahweh will encourage the people of Israel" (See: rc://en/ta/man/translate/figs-metonymy)
