Jesus gets ready to eat the Passover meal with his disciples.
He said, "Go into the city to a certain man and say to him, 'The Teacher says, "My time is at hand; I will keep the Passover at your house with my disciples."'"
Jesus is telling his disciples to tell another man Jesus' message to that man. AT: “He told his disciples to go into the city to a certain man and tell him that the Teacher says to him, 'My time is at hand. I will keep the Passover at your house with my disciples.'” or “He told his disciples to go into the city to a certain man and say to him that the Teacher says his time is at hand and he will keep the Passover with his disciples at that man's house.”

is at hand
