For the one whom God has sent

"This Jesus, whom God has sent to represent him"

For he does not give the Spirit by measure.

"Because he is the one to whom God gave all the power of his Spirit."

He that believes

"A person who believes" or "Anyone who believes"

wrath of God abides on him

"wrath of God stays with him"
