Yahweh continues his message about the punishment coming to Judah.
The snorting of his stallions is heard from Dan

The word "they" refers to the invading army.

I am sending out snakes among you
The snakes represent the enemy soldiers. (See: rc://en/ta/man/translate/figs-metaphor) AT: "I am sending out enemy soldiers to fight you."
vipers that you cannot charm

They will bite you
