Some versions translate this as "for Yahweh's eye is on all mankind and on the tribes of Israel."

Hamath

for they are very wise

Possible meanings are 1) the people are wise for looking at Yahweh for help or 2) Zechariah did not really mean that the people of Hamath were wise and was using irony. AT: "though they think they are very wise" (See: rc://en/ta/man/translate/figs-irony)
