The location of Hadrak is unknown today.

for the eyes of all humanity and all the tribes of Israel are toward Yahweh
Some versions translate this as "for Yahweh's eye is on all mankind and on the tribes of Israel."

Hamath

Tyre and Sidon

for they are very wise
Possible meanings are 1) the people are wise for looking at Yahweh for help or 2) Zechariah did not really mean that the people of Hamath were wise and was using irony. AT: "though they think they are very wise" (See: rc://en/ta/man/translate/figs-irony)
