Up! Up!
These two words express urgency and add emphasis to the following command. The words can be translated with an expression that communicates urgency in your language. AT: "Run! Run!" or "Hurry! Hurry!" (See: rc://en/ta/man/translate/figs-doublet)

This refers to Babylon.
I have scattered you like the four winds of the skies
The phrase "the four winds of the skies" means "in every direction." Yahweh compares causing the people to live in many different countries with the way that the wind can blow from any direction. AT: "I have scattered you in all directions" (See: rc://en/ta/man/translate/figs-simile)
you who live with the daughter of Babylon
The phrase "daughter of Babylon" refers to the city of Babylon. Yahweh speaks of the city as if it were a daughter. AT: "you who live in Babylon" (See: rc://en/ta/man/translate/figs-metaphor)
