how magnificent is your name in all the earth

God's "name" represents his whole being. AT: "people all over the world know that you are very great" (See: rc://en/ta/man/translate/figs-metonymy)

Out of the mouth of babies and infants you have established praise

Possible meanings are 1) praise is spoken of as a solid object that God takes out of babies' mouths and sets up as a defensive wall or 2) God has created the world so that true praise comes to him from babies. AT: "You have given babies and infants the ability to praise you" or "It is babies and infants who truly praise you" (See: rc://en/ta/man/translate/figs-metaphor)
