These verses continue the "thirty sayings" (Proverbs 22:20).
in the hearing of a fool
The abstract noun "hearing" can be translated as a verb. AT: "where a fool can hear you" (See: rc://en/ta/man/translate/figs-abstractnouns)

This means to slowly take or begin to use land (or some thing) that belongs to someone else.
