Nahum speaks of Nineveh causing other nations to be subject to her as if the city were a witch who casts a spells on others. (See: rc://en/ta/man/translate/figs-metaphor)
who sells nations through her prostitution, and peoples through her acts of witchcraft
Here the word "sells" implies that the people of Nineveh cause other nations and peoples to become slaves. Nineveh uses her beauty, power, and influence to make others her slaves.
