These two phrases mean the same thing. Elihu is emphasizing that Job must listen carefully. (See: rc://en/ta/man/translate/figs-parallelism)
I have opened my mouth ... my tongue has spoken in my mouth

My words come from the uprightness of my heart

my lips speak pure knowledge
