"you luxurious one." This refers to the many luxuries that Babylon enjoyed.
sit securely

I will never sit as a widow ... loss of children
Babylon believing that other nations will never be able to conquer her is spoken of as if she will never become a widow or never have children die. (See: rc://en/ta/man/translate/figs-metaphor)
