Isaiah speaks as if people in other countries can hear him. AT: "Listen, all you people in far away places" (See: rc://en/ta/man/translate/figs-apostrophe)

To "carry out" a plan or command is to do what the person who makes the plan or command wants the hearer to do. These clauses can be stated in active form.
