The Lord Yahweh says this

In the first month, on the first day of the month

This is the first month of the Hebrew calendar. The first day is near the end of March on Western calendars. (See: rc://en/ta/man/translate/translate-hebrewmonths and rc://en/ta/man/translate/translate-ordinal)

you will take

The word "you" is singular and refers to whoever is the prince in Israel. (See: rc://en/ta/man/translate/figs-you)

on the seventh of the month

"on the seventh day of the first month" (See: rc://en/ta/man/translate/translate-ordinal)

for each person's sin by accident or ignorance

"for each person who had sinned without meaning to or because he did not know he was sinning" or "for each person who had sinned by accident or because he did not now what was right"
