"The tender and delicate woman among you ... tenderness—even she." Moses is saying that not only those one would expect to eat their children, but even women of noble birth and normally very gentle, whom one would never expect to eat their children, will eat their children. who would not venture to put the bottom of her foot on the ground for delicateness and tenderness
