The expression "man of God" is a respectful way of referring to a prophet of Yahweh. AT: "the man who belongs to God" or "the prophet of God"
all Israel in Judah and Benjamin

your brothers
This is a reference to the ten northern tribes. By calling them "brothers," Yahweh emphasizes the family relationship between all of the tribes.
