When the skies are shut up and there is no rain

Possible meanings are 1) "confess that they have sinned against you" or 2) "praise you" or 3) "say that they will obey you from now on."

the good way in which they should walk

The land is spoken of as if it were an inheritance because God wanted them to possess it forever. AT: "your land, which you have given to your people to own forever" (See: rc://en/ta/man/translate/figs-metaphor)
