stumble in various ways

This is a metaphor which compares a person's moral failures to a person falling down as he walks down a road. This could be translated as "fail" or "sin." (See: rc://en/ta/man/translate/figs-metaphor)

he is a perfect man

"he is spiritually mature"

control his whole body

James is referring to his heart, emotions, his actions. It can be translated as " control his behavior" or "control his action." (See: rc://en/ta/man/translate/figs-synecdoche)
