the rebellious children

Yahweh speaks about his people as if they were his children. (See: rc://en/ta/man/translate/figs-metaphor)

this is Yahweh's declaration

Yahweh speaks of himself by name to express the certainty of what he is declaring. AT: "this is what Yahweh has declared" or "this is what I, Yahweh, have declared" (See: rc://en/ta/man/translate/figs-123person)

They make plans, but not from me

This can be reworded so that the abstract noun "plans" can be stated as the verb "plan." AT: "They plan to do things, but they do not ask me what I want them to do" (See: rc://en/ta/man/translate/figs-abstractnouns)

but they were not directed by my Spirit
