French OBS translation notes

Changes made by Larry V, January 2018:

Changed:

  • Standardized manifest.yaml
  • Removed text including & above "Notes de Traduction:" and the blank lines immediately following. This took care of the [Image] references.
  • Removed stray words and characters, where noticed.
  • Split note title and note description onto separate lines where needed.
  • Moved "Termes Importants", sometimes called "Mots de Traduction" sections to the bottom of the files, to match location in English OBS tN files.
  • Promoted "Termes Importants" to first level heading, consistent with "Mots de Traduction" headings and English "translationWords" headings.
  • Temporarily changed dead tW links to the English ones.
  • Standardize frame references.

Did not change:

  • Did not convert "Termes Importants" or "Mots de Traduction" to "translationWords", although somthing like that will likely be needed at some point.
